What Is the Certificate of Eligibility
The Certificate of Eligibility — commonly called the COE — is issued by the Department of Veterans Affairs. It tells your lender how much VA loan entitlement you have available and confirms that your service meets the requirements for a VA-backed loan.
You need the COE before your lender can process a VA construction loan application. Getting it early eliminates one of the most common causes of delays in the entire process.
Three Ways to Get Your COE
There are three ways to obtain your Certificate of Eligibility. The fastest is through your lender. The most direct is through the VA website. The third option is by mail.
Option One — Through Your Lender
Most VA-approved lenders can pull your COE directly through the VA’s WebLGY system. This is the fastest method. In many cases your lender can retrieve it in minutes during the application process.
If you are working with an experienced VA lender, ask them to pull your COE at the very start of the process. There is no reason to wait.
Option Two — Through the VA Website
You can request your COE directly through the VA website at VA.gov. You will need a verified VA.gov account to access this option.
Log in to your account, navigate to the housing assistance section, and select the option to request a Certificate of Eligibility. The online system can often generate your COE immediately if your service records are already in the VA system.
If your records are not fully digitized — which is more common for older veterans and some Reserve and Guard members — the online request may take additional processing time.
Option Three — By Mail
You can also apply for your COE by completing VA Form 26-1880 and mailing it to the VA Regional Loan Center that serves your state.
This is the slowest method. Processing by mail can take several weeks. Use this option only if the other two are not available to you.
What You Need to Apply
What you need to prove eligibility depends on your service category.
Active duty servicemembers need a statement of service signed by your commander, adjutant, or personnel officer. It must include your full name, Social Security number, date of birth, entry date, duration of any lost time, and the name of the command providing the information.
Veterans need a copy of your DD-214 showing your character of discharge and dates of service.
Reserve and National Guard members who have never been activated need your latest annual retirement points statement and evidence of your honorable service.
Reserve and Guard members who have been activated need your DD-214 from the period of active duty service.
What If There Is an Error on Your COE
Errors on a COE are more common than most veterans expect. The most frequent issues involve incorrect entitlement amounts, missing service periods, or discharge codes that need clarification.
If your COE contains an error, contact the VA Regional Loan Center for your state. Your lender can also help navigate corrections. Do not assume the error will resolve itself — address it immediately because corrections can take time.
How Much Entitlement Do You Have
Your COE will show your available entitlement. Most veterans have full entitlement, which means there is no stated loan limit for VA-backed loans as long as you qualify financially.
If you have used a VA loan before and still have an outstanding balance, your remaining entitlement will be shown on the COE. You can still use a VA construction loan with remaining entitlement — the amount available will affect your loan ceiling.
